What is a HUBZone Program?

Also known as: Historically Underutilized Business Zone

By the GovPrimer teamUpdated January 1, 2026

HUBZone is an SBA program for small businesses located in Historically Underutilized Business Zones that employ residents of those areas. Certified HUBZone firms can compete on HUBZone set-asides and sole-source awards and receive a price-evaluation preference in full competitions.

Eligibility basics

  • The firm's principal office is located in a designated HUBZone.
  • At least 35% of employees reside in a HUBZone.
  • The firm is a small business under the relevant size standard.
  • It is at least 51% owned and controlled by U.S. citizens (or other qualifying entities).

Benefits

Beyond set-asides and sole-source eligibility, HUBZone firms get a 10% price-evaluation preference in full and open competitions, effectively reducing competing large-business bids by that margin in the evaluation.

Frequently asked questions

How do I check if an address is in a HUBZone?

SBA provides an official HUBZone map tool. Because designated zones change over time, firms must recertify and monitor whether their location and employee residency still qualify.
