A set-aside is a federal contract reserved for a specific category of business. The government sets statutory goals for awarding work to small businesses and to several socioeconomic groups, and set-asides are how it meets them. Qualifying for the right programs can shrink your competition from hundreds of firms to a handful.
The rule of two
The 'rule of two' is the engine behind set-asides. When a contracting officer reasonably expects at least two capable small businesses (or two firms in a given category) to submit fair-market offers, the acquisition must generally be set aside for that group. This is why responding to sources sought notices matters — it gives the agency evidence that the rule of two is met.
8(a) Business Development Program
The 8(a) program supports small businesses owned by socially and economically disadvantaged individuals. Participation lasts up to nine years and unlocks set-aside and sole-source contracting opportunities, plus business-development assistance. Eligibility includes 51% ownership and control by disadvantaged individuals who meet personal net worth, income, and asset limits. Certification is granted by the SBA and is rigorous.
WOSB and EDWOSB
The Women-Owned Small Business (WOSB) program reserves certain contracts for firms at least 51% owned and controlled by women, in industries where women are underrepresented. The Economically Disadvantaged Women-Owned Small Business (EDWOSB) variant adds personal economic-disadvantage thresholds. Firms must be formally certified — through the SBA or an approved third-party certifier — to claim WOSB or EDWOSB set-asides; self-certification alone is no longer sufficient.
SDVOSB and VOSB
Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are at least 51% owned and controlled by veterans (with a service-connected disability for SDVOSB). Certification is handled through the SBA's Veteran Small Business Certification (VetCert) process. Certified SDVOSBs are eligible for set-aside and sole-source awards governmentwide, and the VA gives strong preference to veteran-owned firms under its 'Vets First' authority.
HUBZone
The Historically Underutilized Business Zone (HUBZone) program supports businesses located in, and employing people from, designated economically distressed areas. To qualify, the firm's principal office must be in a HUBZone and at least 35% of employees must reside in a HUBZone. SBA certification is required, and HUBZone firms receive set-aside, sole-source, and a price-evaluation preference in full and open competition.
