A combined synopsis/solicitation is a single SAM.gov notice that serves as both the public announcement of a requirement and the solicitation itself, letting agencies issue and solicit an opportunity at once. It is most often used for commercial items under FAR Part 12 to speed up the process.

Why agencies use it

Instead of posting a presolicitation and then a separate solicitation, the agency combines them to shorten the timeline. This is common for commercial products and services bought under streamlined procedures.

Because the synopsis and solicitation are merged, response times can be short — sometimes only a couple of weeks — so vendors tracking the pre-RFP pipeline have an advantage.
