What is a CPARS (Past Performance Ratings)?
Also known as: Contractor Performance Assessment Reporting System
CPARS is the federal system where agencies record formal evaluations of a contractor's performance on contracts. These ratings feed into past-performance assessments on future bids, so a strong CPARS record is a real competitive asset.
What CPARS captures
After (and during) performance, the government rates contractors on factors like quality, schedule, cost control, management, and regulatory compliance. Contractors can review and comment on each evaluation before it is finalized.
Source-selection teams retrieve past-performance information (often via PPIRS/CPARS data) when evaluating proposals, so these records directly affect win probability.
Frequently asked questions
Can I respond to a negative CPARS rating?
Yes. Contractors have the right to review and submit comments on a CPARS evaluation, and a reviewing official above the assessing official considers disputes before the rating is finalized.
