1. Introduction

This Privacy Policy explains how GovPrimer (“GovPrimer,” “we,” “us,” or “our”) collects, uses, shares, and protects information when you visit our website, create an account, or use our government contracting intelligence and capture platform (the “Service”).

We designed our Service around public government data and a privacy-respecting approach to your personal information. This policy describes the limited personal data we handle and the choices you have. By using the Service, you agree to the practices described here.

2. Information we collect

We collect only the information we need to operate the Service, support you, and improve the product. The categories below describe what we collect and why.

  • Account information — when you sign up, we collect your name, email address, and a hashed password (or details from your single sign-on provider). For paid plans, we also store your plan, billing contact, and company or team name.
  • Billing information — paid subscriptions are processed by a third-party payment processor. We receive limited details such as the last four digits of your card, card brand, billing country, and transaction status. We do not store full payment card numbers on our servers.
  • Usage information — searches you run, opportunities and awards you view or save, alerts and saved searches you configure, capture-pipeline records you create, features you use, and similar product activity, so we can deliver, secure, and improve the Service.
  • Device and log information — IP address, browser type, device and operating-system details, referring pages, and timestamps, collected automatically for security, fraud prevention, and analytics.
  • Cookies and similar technologies — small identifiers stored in your browser to keep you signed in, remember preferences, and measure aggregate usage (see “Cookies and analytics” below).
  • Communications — messages you send us through support, email, or contact forms, so we can respond and keep a record of the request.

We do not knowingly collect sensitive personal information (such as government-issued identifiers, health, or financial-account credentials) beyond what is described above, and we ask that you not submit such information to us.

3. Public government data is not your personal data

GovPrimer's core value comes from official, publicly available government data. We ingest and organize information from public sources, including SAM.gov (federal solicitations), USAspending.gov (federal award, spending, and contractor data), Grants.gov (federal grants), and the Federal Procurement Data System (FPDS).

This public data — opportunity notices, award records, agency information, and registered-entity records — is published by the U.S. government and is not personal information that you provide to us. It describes government activity and the entities that do business with the government. Your individual use of the Service (for example, the searches you run over that public data) is treated as your usage information and protected as described in this policy.

4. How we use information

We use the information we collect for the following purposes:

  • To provide, maintain, and operate the Service, including authenticating you and delivering the features you request.
  • To process subscriptions, payments, renewals, and refunds for paid plans.
  • To send service and transactional messages, such as alerts you configured, security notices, and account or billing updates.
  • To provide customer support and respond to your requests.
  • To secure the Service, detect and prevent fraud or abuse, and enforce our Terms of Service.
  • To analyze and improve the Service, develop new features, and understand aggregate usage trends.
  • To send product news or marketing messages where permitted — you can opt out of marketing email at any time.
  • To comply with legal obligations and respond to lawful requests.

6. Cookies and analytics

We use cookies and similar technologies to keep you signed in, remember your preferences, secure the Service, and understand how the Service is used.

  • Essential cookies — required for core functionality such as authentication and security. These cannot be turned off through the Service.
  • Preference cookies — remember settings such as your saved view or display options.
  • Analytics — privacy-conscious, aggregate analytics that help us understand which features are used and how the Service performs. We do not sell this data.

You can control cookies through your browser settings, including blocking or deleting them, though some features may not work properly without essential cookies. We honor Global Privacy Control and similar opt-out signals where applicable.

7. How we share information

We do not sell your personal information. We share information only in the limited circumstances below:

  • Service providers — vendors who process data on our behalf to run the Service, such as cloud hosting, payment processing, email delivery, error monitoring, and customer support. They may use your information only to provide services to us.
  • Your team — if you join a team or organization workspace, your account name and shared activity (such as shared searches and pipeline records) may be visible to other members and administrators of that workspace.
  • Legal and safety — when required to comply with applicable law, respond to lawful requests, enforce our agreements, or protect the rights, safety, and property of GovPrimer, our users, or the public.
  • Business transfers — in connection with a merger, acquisition, financing, or sale of assets, in which case we will continue to protect your information and notify you of any material change in control of your personal data.

8. Data retention

We retain account and usage information for as long as your account is active and as needed to provide the Service. After you close your account, we delete or de-identify your personal information within a reasonable period, except where we must retain it to comply with legal, tax, accounting, or security obligations, resolve disputes, or enforce our agreements.

Aggregated or de-identified information that can no longer reasonably be linked to you may be retained and used indefinitely. Public government data is retained as part of the Service regardless of individual accounts.

9. Your rights and choices

Depending on where you live, you may have rights regarding your personal information, including the right to:

  • Access the personal information we hold about you and request a copy.
  • Correct inaccurate or incomplete personal information.
  • Delete your personal information, subject to legal exceptions.
  • Object to or restrict certain processing, and withdraw consent where processing is based on consent.
  • Request portability of certain information in a structured, machine-readable format.
  • Opt out of marketing communications using the unsubscribe link in any marketing email or your account settings.

10. Security

We use technical and organizational measures designed to protect your information, including encryption in transit, hashed passwords, access controls, and ongoing monitoring. No method of transmission or storage is completely secure, however, so we cannot guarantee absolute security. You are responsible for keeping your account credentials confidential and for notifying us promptly if you believe your account has been compromised.

11. International data transfers

We are based in the United States and process information there and in other countries where we or our service providers operate. If you access the Service from outside the United States, you understand that your information may be transferred to and processed in countries whose data-protection laws may differ from those in your jurisdiction. Where required, we use appropriate safeguards for such transfers.

12. Children's privacy

The Service is intended for businesses and professionals and is not directed to children under 16. We do not knowingly collect personal information from children under 16. If you believe a child has provided us personal information, please contact us and we will delete it.

14. Changes to this policy

We may update this Privacy Policy from time to time. When we make material changes, we will revise the “Effective date” above and, where appropriate, provide additional notice (such as by email or an in-product notice). Your continued use of the Service after an update means you accept the revised policy.
