Definition
A Performance Work Statement (PWS) describes a requirement in terms of measurable outcomes and performance standards rather than detailed step-by-step methods. It tells the contractor what results to achieve and lets the contractor decide how to achieve them.
01Section
PWS vs. SOW vs. SOO
- PWS — defines required outcomes and measurable performance standards (performance-based).
- SOW — prescribes the specific tasks and methods the contractor must follow.
- SOO — states high-level objectives and asks the contractor to propose its own approach.
Frequently asked questions
Why do agencies use a PWS instead of a SOW?
Performance-based contracting (using a PWS) focuses on results and lets contractors apply innovation and efficiency, often improving value compared with prescribing every task in a traditional SOW.
